At the Shangri-La Dialogue, U.S. Defense Secretary Hegseth used measured language toward China and emphasized a “deterrence by denial” strategy along the Japan-Philippines line. While Japan and the Philippines increased defense spending, New Zealand was deemed insufficient; Japanese Defense Minister Koizumi described China’s activities as a “serious concern.” Following Philippine President Marcos’s visit to Japan, the two countries decided to begin negotiations on their exclusive economic zone boundaries; China lodged a protest and deployed HQ-16F missiles off Taiwan. U.S. Forces Korea Commander Brunson described Korea as “a dagger at the heart of Asia.” The Chinese Academy of Sciences released a report on global competitive advantage in 63 sectors.
