Iran and Oman have agreed on a framework to reopen the Strait of Hormuz for 60 days, pending approval by Iran's Supreme National Security Council. Meanwhile, confirmed Ebola cases in DR Congo surpassed 4,000, and Saudi Arabia, Turkey, and Pakistan signed a joint defence pact in Mecca.
