Diplomatic visits to Beijing by leaders from Spain, Abu Dhabi, Vietnam, Russia, and Mozambique highlighted efforts to balance ties with China and the U.S. Xi Jinping stressed opposition to a "law of the jungle" and portrayed China-Russia ties as a stabilizing force for a multipolar order. Japan challenged China with a Taiwan Strait patrol and expanded participation in Philippine military exercises, while the U.S. advanced fuel depots in the Philippines and sought to reclaim Peru’s Chancay port from Chinese control.
